
For a standard employer-sponsored move, the employer must first confirm that it can sponsor the proposed role and complete the required work-authorisation filing. The employee then follows the visa, work-permit and work-related residence sequence that applies to the case and location.
Do not treat the Z visa as the final permission to work, and do not treat a work permit as the same document as a residence permit. They are connected stages with different owners.

1. Confirm the employer-sponsored route
Before starting document preparation, fix the facts that define the case:
- legal employing entity;
- job title and duties;
- city and work location;
- intended start date and duration;
- whether the employee is outside or already inside China;
- current visa or residence status;
- employer contact responsible for the filing.
China's rules require foreigners who work in China to obtain work authorisation and the relevant work-type residence status. The employer has a formal role in the employment-permit process.
Shanghai's current work-permit guidance also makes the employer central to the application. That is a useful model for understanding responsibility, but Shanghai procedures should not be copied as the exact workflow in another city.
If the proposed relationship is freelance, client-based or remote rather than a normal employer-sponsored job, stop here and use the remote-work compliance framework.

2. Before entry: notification and visa stage
For the standard overseas route, the employer normally starts the work-authorisation process before the employee travels.
Shanghai's current official guide describes an online employer application for the Notification Letter of Foreigner's Work Permit before entry. The employee then uses the relevant work-authorisation document to follow the visa application instructions issued by the Chinese embassy, consulate or visa centre responsible for the submission location.
Keep responsibilities separate:
Employer: company-side registration and filing, role information, contract/employment evidence and other sponsor documents.
Employee: passport and personal evidence, accurate information, any applicant-controlled documents and attendance where required.
Visa authority: visa application and decision.
Do not rely on a universal document list. Education, professional experience, criminal-record evidence, health examination and authentication requirements can vary by applicant category and current route.
Do not book around a processing-time promise unless the responsible authority has published a current time for your exact application.

3. After entry: work permit and residence permit
Entry under the work route does not finish the process.
Shanghai's 2026 official guidance says that, for its standard route, the Foreigner's Work Permit is applied for after entry and the city's guide refers to a 15-day post-entry application window. Shanghai separately publishes the process for a work-related residence permit.
The national framework also requires foreigners working in China to hold the appropriate work and residence authorisation.
The important operational sequence is:
- confirm what the employer must submit after entry;
- complete applicant attendance or document checks where required;
- obtain evidence of the work-permit application and result;
- complete the work-related residence step with the responsible exit-entry authority;
- keep copies of the resulting records.
Do not export Shanghai's 15-day instruction to another city without checking the local authority. Do not assume your employer's internal onboarding deadline is the legal deadline.

4. Map the dependency chain before travel
A work-authorisation process is easier to manage when every item has an owner.

If one dependency is missing, ask whether the next step can lawfully proceed before paying for travel or starting work.
Keep submission receipts, screenshots or reference numbers issued by official systems. A provider's internal case tracker is useful for coordination but is not official evidence of approval.

5. Renewals, changes and travel need their own check
A work-permit route can change when the underlying job changes.
Shanghai publishes separate procedures for extension, change, reissuance and cancellation of a Foreigner's Work Permit. That is a strong signal not to treat renewal or employer change as automatic.
Re-check before:
- permit expiry;
- employer change;
- role or work-location change;
- passport change;
- extended travel;
- travel while a work or residence application is pending;
- employment termination.
Ask two separate questions when travel is involved:
What document proves my current right to stay or re-enter? What filing is pending, and does travel affect it?
Do not use an expired permit, an HR promise or a screenshot from a previous application as evidence that a new application will be accepted.

6. Know what each actor controls
A delay becomes easier to solve when you identify the actor.
Employer controls: the company-side filing, accurate employment information, sponsor documents and the actions it is legally required to perform.
Employee controls: truthful personal information, applicant documents, attendance and timely responses.
Provider controls: only the coordination or preparation described in its contract.
Authority controls: eligibility review, official acceptance and approval.
A provider cannot guarantee approval or make a non-compliant job compliant. “Faster approval” should only be claimed where an authority publishes a genuine fast-track route that applies to the case.
If the employer and provider disagree, ask which official instruction supports each position.

7. Finish with the responsible official route
Before travel or work begins, save a dated case note:

For Shanghai, use the current municipal work-permit and work-residence pages. For another city, use that city's responsible work-permit and exit-entry authorities.
If the route is clear but the case has several employers, family members, cross-border documents or an urgent status change, paid immigration support may help coordinate the work. Compare scope, responsibility and fees; do not outsource the authority decision.
