START HERE
Build a scenario, not one headline number
Do not start a China relocation budget with an “average monthly cost.”
Start with your household, destination, employer package and the commitments that require cash before normal life begins. Then separate one-off, recurring, refundable, employer-covered and contingent costs.
This planner intentionally leaves the numbers blank. A current budget needs city-, date-, household- and provider-specific evidence. Fill each number from an official fee, written quote, contract, actual listing or your own documented assumption.

A number without this context is difficult to reuse.
If the destination city is not decided, use the city-comparison framework first. Do not build a national “average” and then assume every city will fit inside it.
02 · IMMIGRATION
Add immigration and document costs by owner
Do not combine government fees and provider fees.

Only add an item when the confirmed route requires it.
If an employer says “visa costs are covered,” ask which costs, who pays upfront and when reimbursement arrives. A reimbursed expense can still create an arrival cash-flow gap.
03 · TRAVEL & SHIPPING
Model travel, shipping and the temporary base
These are often large pre-arrival commitments, so model scenarios rather than one total.
Travel
Record the actual ticket quote, baggage needs, airport transport and any flexible-change premium you choose to buy.
Household goods
Compare at least three scenarios:

Use current mover quotes and the household-goods guide to define what each quote includes.
Temporary housing
Enter the actual rate, deposit/pre-authorisation if any, extension terms and cancellation conditions for the booking you are considering.
Do not use a crowdsourced monthly average as evidence for your first month.
04 · HOUSING CASH FLOW
Separate housing cash flow from housing cost
A lease can require cash before it becomes a normal recurring expense.
Use blank fields for:

Do not fill a “standard deposit” or “normal commission.” Use the actual lease and written provider terms.
If the employer provides a housing allowance, record whether it pays the landlord directly, reimburses you, or is paid as part of compensation. The same nominal benefit can create very different cash-flow needs.
05 · HOUSEHOLD
Add family, school, healthcare and insurance as scenarios
These categories can vary far more than everyday spending.
School
For each child, record the actual pathway and the fees published by or quoted by the school: application, tuition, deposit, transport, meals, activities and other compulsory items. Do not use a citywide school-fee average.
Healthcare and insurance
Record:
- insurance premium;
- deductible or excess;
- co-pay / co-insurance where applicable;
- expected routine medication or care;
- provider-network constraints;
- a household emergency reserve.
These are policy- and provider-specific inputs, not national averages.
Childcare or support
Add only the services the family expects to use and source them directly.
A family budget becomes more reliable when it reflects the actual school and insurance route rather than a generic “expat family” profile.
06 · UNCERTAINTY
Keep uncertainty visible
Give every number one of three labels:
Confirmed — supported by an official fee, signed contract or current written quote. Estimated — based on a stated assumption and source. Unknown — not yet evidenced.
Do not force every unknown into an estimate.
Instead of adding a magic contingency percentage, list the risks that could change the budget:
- temporary housing extends;
- shipment is delayed;
- employer reimbursement arrives later;
- permanent housing requires a larger upfront payment than expected;
- school/care route changes;
- exchange rate moves;
- a document needs an additional verified step.
Assign a contingency amount only when you understand the risk it is covering.
Reforecast at three useful points: before departure, after arrival, and after permanent housing is signed.

For every number, keep this data contract:

Do not publish or share a budget number without its context.
National statistics can help explain broad economic conditions, but they are not evidence that your household will pay a particular rent, school fee or hospital bill.
The purpose of this planner is therefore not to predict the “cost of moving to China.” It is to make the unknown costs visible early enough that they do not surprise the household's cash flow.
